Welcome FAMIS members
Medicaid members enrolled in FAMIS can now make plan choices through Cardinal Care, Virginia’s Medicaid Managed Care program. Members can use this website or our free mobile app to learn about benefits, choose a health plan, and find in-network providers. To download the mobile app, search for Virginia Cardinal Care on Google Play or the App Store.
All members can call us at 1-800-643-2273 (TTY: 1-800-817-6608). We are open Monday to Friday, 8:30 a.m. - 6 p.m.
New and Improved Medicaid Health Plan for Youth in Foster Care
Starting July 1, 2025, all youth who qualify for Foster Care Medicaid will be enrolled in Anthem HealthKeepers Plus. Anthem HealthKeepers Plus will be the Single Statewide Foster Care Specialty Plan (FCSP).
Family Services Specialists can opt out of coverage under Anthem HealthKeepers Plus and enroll the member into fee-for-service, but the member will not have access to the extra benefits offered by the FCSP. In 30-60 days, you will get an FCSP assignment letter with more information.
Introducing Cardinal Care: Your New Medicaid Program
The Department of Medical Assistance Services (DMAS) rebranded Virginia’s Medicaid program as Cardinal Care. All managed care and fee-for-service Medicaid members will automatically be part of Cardinal Care. Cardinal Care, Virginia’s Medicaid Program, will continue to offer members the same health care services and will not reduce or change any existing coverage.

Attention former Molina Healthcare members
Starting July 1, 2025, Molina Healthcare will no longer be part of Cardinal Care Managed Care. Molina members will be moved to the new Humana Healthy Horizons in Virginia plan. If you were a Molina Healthcare member, you can choose a different health plan by September 30, 2025. For help choosing a plan, call 1-800-643-2273 (TTY: 1-800-817-6608).
Open Enrollment
Open enrollment is the time when you may change your health plan for any reason. Your open enrollment dates depend on the region where you live.
The next open enrollment dates are:
Southwest region
December 19, 2025 – February 28, 2026
Roanoke/Allegheny region
December 19, 2025 – February 28, 2026
